I. Basic information
Shenshan Special Cooperation Zone has a land area of 460.41 square kilometers, a coastline of 69.8 kilometers and a sea area of 1,802.03 square kilometers. Under its jurisdiction are four towns of Ebu, Xiaomo, Chishi, and Houmen in the former Haifeng County of Shanwei City, with 34 administrative villages, 5 communities and 187 natural villages. The household population is 81,500, and the actual management population is 136,300. It is 60 kilometers away from Pingshan District of Shenzhen and 170 kilometers away from Guangzhou. It is bordered by Huidong County of Huizhou City in the west and north, Haifeng County of Shanwei City in the east, and Honghai Bay in the south. It is a strategic node of the Guangdong-Hong Kong-Macao Greater Bay Area radiate eastward.
II. Development Positioning
At present, Shenshan Special Cooperation Zone is deeply implementing the decisions and deployments of the Central Committee of the Communist Party, the work arrangements of the Provincial Party Committee, and the work requirements of the Municipal Party Committee. Focusing on the primary task of high-quality development and the construction of a new development pattern of strategic tasks, and take the initiative to integrate into the "dual-region" development, adheres to the leadership of the manufacturing industry, and insists on revitalizing the city with industry, and accelerates the construction of an important pole for the high-quality development of Shenzhen's advanced manufacturing industry. III. Geography
The Shenshan Special Cooperation Zone is located at the southern foot of Lianhua Mountain, adjacent to mountains and the sea, in the hilly area along the eastern coast of Guangdong Province between the Pearl River Delta Plain and the Chaoshan Plain, surrounded by mountains in the north, east and west, with the terrain in the north, high in the south and low in the south, with many high hills in the north, many hills and small valleys in the center, and many plains and low mountains along the coast of the south, with the geographical characteristics of "big mountains, many hills, small valleys and narrow hinterland", forming the ecological protection pattern of "one bay, one screen, three mountains, three rivers and nine corridors" throughout the whole area.
IV. Transportation Planning
The Shenshan Special Cooperation Zone is accelerating the construction of a three-dimensional transportation system by sea, land and air in Shenshan, and develops synergistically with the neighboring areas. Currently, it is mainly connected to the surrounding areas through five railway channels and five highway channels. The five railroad corridors are Xiamen-Shenzhen Railway, Guangzhou-Shanwei Railway, and the Shenzhen-Shanwei High-speed Railway under construction, and inter-city Shenzhen-Shanwei and inter-city Huizhou-Shanwei are also reserved in the vision. The five expressways are Shenshan Expressway (Shenhai Expressway) and Chaoguan Expressway, which are planned to be the second expressway of Shenshan. In the future, Shenshan Third Expressway and Hehuishan Expressway will be reserved.
V. Industrial Cluster
