From July 16 to 17, the Standing Committee of Shenzhen Municipal People’s Congress organized provincial deputies based in Shenzhen and municipal deputies stationed at the NPC Deputy Liaison Station in the Shenshan Special Cooperation Zone to jointly conduct a special research program on advancing the implementation of the “High-quality Development Project for Hundreds of Counties, Thousands of Towns and Tens of Thousands of Villages” (hereinafter referred to as the “Project”). The research was conducted to thoroughly implement the deployment requirements of the provincial and municipal Party Committees on the Project, with a focus on the theme of “Improving the Business Environment: NPC Deputies in Action”. It was also conducted in compliance with the provisions of the Law on Deputies to the National People’s Congress and to the Local People’s Congresses at Various Levels and the requirements set out in the notice on special research issued by the Standing Committee of the Guangdong Provincial People’s Congress, as well as in alignment with the 2026 work plan for deputies of the Standing Committee of Shenzhen Municipal People’s Congress, the “NPC Deputies Activity Month” program, and the annual work plan of the NPC Deputy Liaison Station in Shenshan. Relevant officials from the Deputy Working Committee of the Standing Committee of Shenzhen Municipal People’s Congress and the Shenzhen Command Office for the Project accompanied the research team.

The research team visited the Shenshan High-End Electronic Chemicals Industrial Park, Phase II of the Shenshan BYD Auto Industrial Park, Xiaomo International Logistics Port, and Hongquan Village in Houmen Subdistrict, conducting on-site inspections of industrial development, project construction, port operations, and beautiful countryside development. The team toured industrial parks, enterprises, the port, and villages, assessing the achievements and challenges in the development of the business environment.

At the Shenshan High-End Electronic Chemicals Industrial Park, deputies gained a detailed understanding of the park’s planning and construction, industrial investment progress, supporting government services, and access to production factors. They recognized the park’s development approach of focusing on the high-end fine chemicals sector and building a specialized industrial cluster, while putting forward specific suggestions on improving supporting facilities and enhancing industrial service capabilities.

Phase II of the Shenshan BYD Auto Industrial Park

At the Phase II site of the Shenshan BYD Auto Industrial Park, the deputies visited the production lines to observe the operational and production performance, had in-depth discussions with company representatives, asked about the company’s experiences regarding project approval, labor and energy supply, and policy delivery, and listened carefully to their development needs.

Xiaomo International Logistics Port

At Xiaomo International Logistics Port, the deputies were briefed on port planning and construction, shipping route network, and customs clearance facilitation. They gained an in-depth understanding of challenges and bottlenecks affecting the business environment in port operations, and exchanged views on enhancing the port’s hub functions, optimizing port services, and reducing logistics costs. The deputies also visited Hongquan Village in Houmen Subdistrict to review the achievements of model village development, learn about the progress in collective economic development, rural living environment improvement, and village governance. They engaged in face-to-face discussions with local officials and residents to examine the policy support and service guarantees for development at the town and village levels.

On the morning of July 17, the research team held a special symposium at the Shenshan Smart City Operation Management Center. Participants jointly watched a video presentation on the development of the Shenshan Special Cooperation Zone and received a briefing on the zone’s overview and planning. The Administrative Committee of the Shenshan Special Cooperation Zone provided a comprehensive overview of the zone’s economic and social development, measures taken to advance the implementation of the Project, current challenges and difficulties in development, as well as matters requiring coordination at the provincial level and suggestions raised by NPC deputies. Representatives from enterprises and village collectives, based on their own development realities, reflected on relevant issues and voiced their needs concerning industrial support, access to production factors, government services, rural revitalization, and other areas. During the discussions, NPC deputies at provincial and municipal levels actively shared their views based on their observations and experiences from the field research. The deputies noted that, as Shenzhen’s enclave and a key node in the Province’s Project, the Shenshan Special Cooperation Zone demonstrates strong development momentum and broad room for growth. This joint research initiative provided a platform for provincial and municipal deputies to coordinate in performing their duties: provincial deputies could promote coordination through statutory channels on matters under provincial jurisdiction, while municipal deputies could provide targeted recommendations focusing on local services and support. Through this mechanism, deputies at both levels could form a synergy in fulfilling their responsibilities. The deputies put forward a series of targeted and practical suggestions on optimizing the business environment for industrial development, improving urban-rural supporting facilities, strengthening coordination between provincial policies and local implementation, and strengthening the collective economies of towns and villages.

The research team stated that this joint research should serve as an opportunity to further implement the deployment requirements of the provincial Party Committee regarding the Project. Given Shenshan’s strategic role, the team emphasized the need to prioritize industrial development and continuously strengthen the foundation of the real economy. It called for continued efforts to benchmark against first-class standards in optimizing the business environment, enhance the efficiency of government services by focusing on the concerns of enterprises and the public, and address challenges related to access to production factors. The team also emphasized the importance of making full use of the joint mechanism for provincial and municipal deputies to perform their duties, carefully reviewing and incorporating their opinions and suggestions, strengthening communication and coordination on matters under provincial jurisdiction, and producing high-quality research outcomes. These efforts will help channel the research outcomes into concrete drivers for Shenshan’s high-quality development and contribute to advancing the Project in a deeper and more substantive manner.
