Innovation and progress hinge on talent. To help build a RMB100 billion-level industrial cluster featuring “one pole for strategic growth”, “two bases” and “one driver”, the Shenshan Special Cooperation Zone, located in the Greater Bay Area and the eastern part of Guangdong Province, has rolled out official talent policies on “Shenshan Talent Card”, household registration support, housing security, childcare subsidies, settling-in subsidies and vehicle purchasing subsidies, in an effort to provide a solid foundation for talents to thrive in Shenshan.
“Shenshan Talent Card”: Newly recruited talents will receive the Shenshan Talent Card, which grants access to preferential services in culture, tourism, transportation, and other supporting amenities within the zone, including discounts at designated tourist attractions, public sports facilities, and more.
Eligibility: Those who commence employment or entrepreneurship for the first time in Shenshan from July 10, 2024 onwards, are aged 35 or below, and hold full-time junior college diplomas or higher, or possess an advanced vocational skill certification or above are eligible for applying for the card. Foreign nationals and compatriotsfrom Hong Kong, Macao and Taiwan, China, who meet the above requirements, are eligible for the same benefits specified in this measure.
Household registration support: Newly introduced professionals, who meet Shenzhen municipality’s accreditation criteria in terms of education backgrounds, professional titles or skill level as well as specified age range, can be entitled to guaranteed household registration.
Housing security: Newly introduced professionals renting government-subsidized housing in Shenshan will enjoy up to four months of rent exemption per year, valid for two years.
Eligibility: Those who’ve contributed to social insurance or run a business for the first time in Shenshan for at least one month since the very day of introduction and own no property in the zone are eligible.
Childcare subsidies: Newly introduced professionals who give birth to children in the Shenshan Special Cooperation Zone will receive a one-off childcare subsidy of RMB3,000 per child.
Eligibility: The child must be born in a Shenshan-based medical institution after the applicant’s introduction and must hold Shenshan household registrations.
Settling-in subsidies: Newly introduced professionals, who register their first marriage in the Shenshan Special Cooperation Zone , with at least one spouse being a registered resident in Shenshan, will receive a one-off settling-in allowance of RMB2,000.
Eligibility: Applicants must be employed or operating in the Shenshan Special Cooperation Zone at the time of application, with at least one month of social insurance contributions or business operation in the zone. Applicants must have their first marriage registrationsin Shenshan from July 10, 2024 onwards, with either party to the marriage holding Shenshan household registration.
Vehicle purchasing subsidies: Newly introduced professionals, who buy new energy passenger vehicles from auto dealershipsin the Shenshan Special Cooperation Zone, are entitled to vehicle purchasing subsidies, calculated by 1% of the purchase price and capped at RMB3,000.
Eligibility: The new energy passenger vehicle must be purchased from July 10, 2024 onwards from a legally registered auto dealership operating in Shenshan. Applicants must obtain the invoice for sales of the vehicle which has to be brand new and unregistered. The newly purchased vehicle must be registered for non-commercial passenger use (excluding police, firefighting, ambulance, emergency rescue, converted rental/taxi vehicles, etc.).
Furthermore, a subsidy for newly introduced professionals purchasing their first commercial residential property or serviced apartment in Shenshan is currently in the pipeline.
