Inclusion of Shenshan-based initiatives in Shenzhen’s 2026 major project plan

Recently, the official website of the Shenzhen Municipal Development and Reform Commission released the list of major projects in Shenzhen for 2026. Several key projects in the Shenshan Special Cooperation Zone are included, spanning manufacturing, transportation, infrastructure, and public welfare. These include Phase III of Shenshan BYD Auto Industrial Park, Phase II of the Xiaomo International Logistics Port, the Shenzhen-Shanwei High-Speed Railway, and the Shenshan campus of Shenzhen Polytechnic University.

Shenshan is stepping up efforts to become the hub of Shenzhen’s new-generation world-class automobile city, strengthening its new energy vehicle (NEV) industry, and advancing a “1+1+3+2” modern industrial system.

This year, major projects such as Phase III of the BYD Shenshan Automobile Industrial Park, the Shenshan Industrial Internet Manufacturing Innovation Park, and supporting infrastructure for the High-End Electronic Chemicals Industrial Park in the Shenshan Special Cooperation Zone will continue to move forward. These will further enhance the region’s industrial competitiveness and drive high-quality growth.

Urban development is led by transportation. The Shenzhen-Shanwei High-Speed Railway is an important part of the coastal corridor of the national “eight vertical and eight horizontal” high-speed rail network. It is also a key link in the eastward expansion of the Guangdong-Hong Kong-Macao Greater Bay Area and Shenshan’s “five railways and five highways” external transport system. Once completed, the travel time from Shenzhen to the Zone will be reduced to 30 minutes.

Internal transport network development is also accelerating. A number of road projects are included in the city plan, such as Wangpeng Avenue (from Kejiao Avenue to Tonggang Avenue), Shendong Avenue (from Chuangzhi Road to Xinfu Road), four road projects in the Chishi central area including Taoyuan Road, Chuangzhi 2nd Road (from Yicheng Avenue to Kejiao Avenue), and Fazhan Avenue (from Chuangyuan Road to Longshan Road). They are expected to improve the regional transportation framework and strengthen the foundation for regional development.

As an important hub enabling NEVs made in Shenshan to reach global markets directly from factories, Xiaomo International Logistics Port operates international shipping routes that cover seven major global regions. Phase II of the port is under construction this year and is expected to be operational by the end of 2027. Upon completion, the port’s vehicle handling capacity will reach 1 million units, supporting Shenshan’s ambition to become south China’s leading automotive Ro-Ro hub and an international automotive trade center.

In addition, several key projects in public welfare and infrastructure have been included in the list, including the Shenshan campus of Shenzhen Polytechnic University, the Shenshan campus of Shenzhen Middle School (a nine-year integrated school), the Shenshan water diversion project, and the Shenshan welfare center. These projects will continue to address gaps in public welfare, improve regional public services, and ensure that development benefits are more widely shared among local residents.
