The Shenshan Administrative Branch of Shenzhen Municipal Bureau of Planning and Natural Resources implements national, provincial, and municipal guidelines, policies, laws, and regulations on the management of natural resources, and is held responsible for fulfilling the duties of owners of natural resources ranging from land, minerals, forests, wetlands, waters, to seas within its jurisdiction, and putting the use of territorial space under regulation. It processes affairs concerning investigation, monitoring and evaluation of natural resources within its jurisdiction, mediation of major disputes on ownership, rational exploitation and utilization of assets, and market supervision; handles affairs concerning paid use and value assessment management of natural resources within its jurisdiction; grants approval to and managing temporary land use; formulates and exercises oversight on the implementation of detailed and special national territorial spatial planning programs within its jurisdiction; draws up and implements the annual plan for utilization of such natural resources as land within its jurisdiction, and submits applications on land use transfers and land supplies; launches ecological restoration of territorial resources and imposes management on mineral resources; prevents and controls geological disasters; carries out planning and administration for geographical names, historical conservation areas, heritage buildings, cultural relics and historical sites; investigates and penalizes violations in surveying and mapping, mineral resources and place names; conducts oversight and administration on production safety in planning and natural resources; deals with other affairs assigned by the municipal bureau and coordinates with the local government in related affairs.
